Unfortunately, this is not a practical possibility. Estrogen, testosterone, and other such hormones have poor water solubility. It's also less stable in water. There's a reason injections use bases such as MCT or castor oil. If they could be compounded in water, they would. People sometimes are allergic to carrier oils, so eliminating them entirely is preferable if possible.
