I have basically ideal hair for laser so I can't speak to that aspect, but I have been on hrt for almost 7 years. My body hair has definitely thinned out and grows slower, and requires less frequent removal. It didn't affect my facial hair nearly as much.

I feel like my body had has gotten lighter and slower on HRT. I still have too much to deal with though. Electrology works on any har color but is more painful, takes longer, and is more expensive than laser.
At some point I want to laser the remaining dark hairs on my legs, just haven't felt up to it.
facial hair hasn't changed much on E. body hair though has thinned out a lot! i only have to shave once a week or so to keep it smooth, takes even longer for it to be really noticeable

As you're seeing from the replies, body hair is variable. For me, I've got thick dark hair, and before HRT I had hair on my back, chest, shoulders, the top of my feet and the back of my hands and dark arm and leg hair
HRT got rid of everything except for my face and legs. My face responded to laser though and if I don't shave my legs (which I generally don't), I look like any other dark haired woman with unshaven legs.
It won't help it you're just plucking since it doesn't really affect existing hair all that much for many people. It does help reduce new hair from coming in or turning from the fuzzy stuff or more thick stuff if you destroy the existing hairs. So, if you get your testosterone down and get electrolysis then it will keep much of it away. For those of use with darker hair and light skin, laser does help similarly, but it's not as commonly permanent as electrolysis is. But lots of other factors to consider as well to determine if electrolysis is worth it for you. It is significantly slower and thus more painful, for example.
Honestly, I've been on HRT for 1.5 years and haven't really noticed that much of a difference with body/facial hair. I'm lucky enough to be pale as can be with very dark hair, so I'm scheduled to start laser soon. I think it varies from person to person, but I hear a lot of trans women have a reduction on E.

My facial hair hasn't been effected at all by HRT, but the body hair I've had sugared or I elipate a few times has lightnened and thinned a fair amount. My thighs only got sugared once and they were an ingrown hellscape for about 2 weeks, so they've been left alone, and the hair hasn't changed much on them.

Sugaring is probably the best hair removal experience I've had, but I can't afford it often enough to make it worth it. I've had 3 laser sessions on my face and 1 on my chest and I'm only just starting to see the effects on my face. Epilating my calves and arms has been cheaper in the long run, but more painful than sugaring.
