Now Congress can earmark 500 million for "wall maintenance", spend $1000 on supplies at Home Depot, get a nice photo opportunity, then go fuck off with half a billion dollars.

I doubt they did or know this, but there is black rust conversion paint that you can apply directly to rusty steel and it isn't a problem.
It is simple. Since they are deadly afraid of black things, they think the rest of the world is too.
They know that wall is built entirely on the US side of the actual border, right? In some areas, more than a mile of territory was effectively ceded. They can go and paint the other side too, if they want.
But how would they get back over?

Actually, this makes perfect sense. They're clearly trying to stop the Mexico filter spreading further which is also why the fence is orange before they apply it
