It's probably made of that kind of steel that rusts a bit and forms a protective layer. The paint won't stick and they can repeat the performance next year. It let's them show they're Doing Things.

I doubt they did or know this, but there is black rust conversion paint that you can apply directly to rusty steel and it isn't a problem.

They know that wall is built entirely on the US side of the actual border, right? In some areas, more than a mile of territory was effectively ceded. They can go and paint the other side too, if they want.

Yep, here’s one in south Texas that’s about 1/4 mile from the actual border (the Rio Grande). It seems to be generally left open. The photo is from the “outside”.

Actually, this makes perfect sense. They're clearly trying to stop the Mexico filter spreading further which is also why the fence is orange before they apply it

They should paint the scene on the other side of the fence onto the fence, that way people will run into defence cartoon style.
