Such people could be arrested, indefinitely detained, tortured, or even killed without charge or trial. This was the justification for G. W. Bush's extraordinary rendition program that had U.S. agencies kidnapping people off the streets of the US and other nations and shipping them to black sites where they could be tortured indefinitely.
