Yes but you're ignoring the biggest issue of all:
Dick theft.
Just imagine what lengths people would go to to steal the biggest dick for themselves for no real reason.

I dunno, I know some folks that would rather size down. But either way, the consequences of passing out at a frat party would be much more compelling to the average fratbro at that point. You'd have collections of dong hanging from ceiling fans.
