It's a mistake to look at the US military budget as being for an effective military. It's purpose is to send money to congressional districts to maintain the power of politicians. It's just Argentine-style clientelism. Spending money is the whole point of the system, and it does it very well.
Look, I know it's a figure of speech, but why did the brief Tupac quote need a summary, and additionally one that's longer than the quote itself ๐
