Which looks so stupid. Why is that even a thing? I don't get it. But then again I don't give 2 shits about Harley dudes or motorcycle culture.
Reasonably raised bars are (allegedly) very comfortable. Excessively raised bars are just for funsies, like many things are.
They probably don't care about your opinion on how it looks.
Then at least there's a good reason.
I ride a cruiser, and while my arms are no where near that high, they are higher than alot of other motorcycles. I will say it is quite comfortable over extended periods of time as it allows you to kinda relax and "fall" into the seat.

You should be shouted at for 3 weeks straight for writing comments like this on the internet where you bait people into asking what your three letter acronyms mean.
My bad, I assumed it would be a thing in America as well as the UK, it stands for Display Screen Equipment (assessment) it's a legal requirement here where your company basically has to make sure your computer equipment is set up in the most ideal way to prevent any injury from sitting at a computer all day
Back in the day, IETF issued an RFC for TLAs precisely for this reason.
