The person they're referring to, Beyond Reflections' CEO Gillian Russell, is trans and uses they/she pronouns according to the charity website's about-us page.
The BBC article has no "by" line, so it can't be attributed to any specific author. There's one reference to a “Mr Russell”, yet the article otherwise uses "Ms" and "she" when referring to them.

Wow, they finally changed the CEO? Interesting, or perhaps the person we dealt with before wasn't really CEO like we thought. Either way, glad they are still going and hope they are kinder now.
