Could you please expand further on your idea of the mastodon accounts? Is this for safe social media use/communication that would be harder to track?

I mean California setting up an instance where they have full control over the communications to keep the server data within the state and to reduce corporate censorship of updates from the emergency services. The cities could also use it.

They could call it Cali.Social.

Ahh gotcha! Maybe it's just my paranoid mind, but wouldn't it be better to keep something like that run by vetted individuals rather than government? What's to prevent some nut job getting elected, even in Cali, and then doxxing people or something?
