That being said, I think "Vibes" is even stupider.

This is dumb, police have been hiding behind roadside billboards to catch speeders since the advent of the car. It's nothing new.
I for one am glad for speed enforcement, I fucking hate people who race on highways or city streets, dodging between cars with half a car-length to spare in front and back. Before texting, speeding caused the majority of highway fatalities.
I don't know who I hate more, cops or fucking asshole drivers.
I highly doubt it was the code. They probably reduced texture and background fidelity and compressed the cutscenes heavily. It's simply impossible to reduce a codebase by 91% and have it still be recognizable. However, the N64 had better hardware and it's possible that some code could be eliminated because the chips had features that made them code not needed. But not nearly 686 MB worth.
