Because New Zealand uses Australia’s rating system?
according to the article, NZ has its own rating system. but the near entirety of the article is just talking about why it was refused classification (which apparently it hasn't been entirely refused yet), and then how other games have skirted around the restrictions (renaming drugs to other things).
No, but NZ is small and the industry is lazy.
