In the short term, this is not as dangerous as an outright ban on estrogen. If implemented and then combined with other methods of suppressing trans people, it might be far more destructive in the long term.

I'm not LGBTQ+ but have multiple friends who are.

I"m just here to point out that if you are, you should look into getting armed and trained. It's a whole hell of a lot harder to oppress a group of people who are heavily armed.
