Honestly, at this point it feels like there's two options.

A. There are members of the Secret Service who understandably do not want to let a fascist install a dictatorship in the U.S. and are kinda phoning it in.

B. He's replaced all of his Secret Service with incompetent sycophants and this is what it looks like when they're really trying.

A golf course and an open-air rally are both security nightmares. Just think of the perimeter of a golf course you would need to secure, plus all of that land area with foliage. It's a private club, but members and guests are free to come and go. The Secret Service probably advised him against these things.
