Isn't there no governing body for this? Can't anyone just write and publish their own if they want?
It’s heavily encouraged to have it reviewed by certain people or authors who have had published works. A page usually gets downvoted till it’s deleted if it’s not reviewed because of certain formatting rules and all that
I mean just in general, as a book. Can't anyone just publish their own books and market them outside of that web site?
I’ve seen a few people post their own SCPs here. I’ve wrote and posted a custom tale offsite before but some people just prefer having it be “official” by being on site

I sometimes just use SCP as a creative writing starting point to make a joke or riff on themes on social media. Other times, I use my familiarity with it to riff alongside other users. Example here.
That said, after reading a bunch on scp-wiki and playing Control, I can't get it all out of my head. I'm sure one of these days I could be bothered to write a real one.

The Foundation contains anomalies with the goal of preventing their influence or effects from spreading, by either relocating, concealing, or dismantling such anomalies or by suppressing or preventing public dissemination of knowledge thereof.
Protect
The Foundation protects humanity from the effects of such anomalies as well as the anomalies themselves until such time that they are either fully understood or new theories of science can be devised based on their properties and behavior. The Foundation may also neutralize or destroy anomalies as an option of last resort, if they are determined to be too dangerous to be contained.
