GLaDOS is a bottom
During the intro sequence of Portal 2 there's a section where a pre-recorded voice asks her to perform some actions and won't progress until you do. Things like "look up when you hear the buzzer" or "There's a framed painting on the wall, please go stand in front of it"
Chell can't be deaf. On two occasions Wheatley asks her to turn around while he does his thing and waits for her to comply, and the clue to the final boss is delivered through an audio recording.

Cave Johnson says that portal-able surfaces are covered in lunar regolith. It's not mentioned anywhere else, and nothing hints at being able to put a portal on the moon.
Of course I'm ignoring the excellent player training integrated into the game's design, but the OOP is ignoring the player (probably) not being deaf and considering only the in-game events.
That's a fair point. The tutorial is also predicated on a number of specific actions. You could argue Chell just happens to feel oddly jumpy just at the moment Wheatley asks her to speak up, but the progress gate that requires intently staring at a picture is a bit of an issue.
Perhaps she knows the routine through trial and error. Or used to have hearing and learned it that way.

So? That doesnt change anything. If she is deaf then she would just stand there and wonder why nothing happens. Why wouldnt you eventually turn around? He might interpret it as, her having understood him, but she could have moved entirely on her own.

That's interesting because I actually do not recall the Cave Johnson line in game because I sorta tuned out a lot of the Cave Johnson lines on my first playthrough. So when I saw how the final scene played out, I sorta just took it as "well screw it, this is a desperate situation, why not just try anything and see what happens?" kind of decision. I didn't see that action as being foreshadowed by an earlier line but it still made sense to me.
Basically, I think it makes sense for Chell to try that out even if she couldn't hear Cave talk about that thing.
I mean also consider:
Moon = White
Portal Surfaces = White
I prefer the read where GladOS is a hostile mother figure being all disapproving and passive-aggressive and eventually bonding over an even worse set of male partners proving to be way worse than their differences. Fits the story way better than the lovers angle.
It is a little known fact that the portal gun was originally developed for the purpose of signing around corners
