They will seize their house, their car, their bank accounts. Any property they can. Law enforcement in this country has a long history of being literal bandits, this is simply justification.

I would hazard a guess that undocumented people rely much more heavily on cash (though that is just a guess, do correct me if I'm wrong). And they'll take the property whether there's a "fine" levied or not, so I'm just not seeing the point here.

Maybe that's the point. Citizens aren't going to deport themselves, so it's just a really random extortion racket. Or maybe it's not random, but so far it's unclear whether all the people receiving those letters have anything in common.
