It sounds like he's saying that, if the 2020 election wasn't "rigged", he would've had his second term then, and wouldn't be president in '26
Yes he did admit to rigging the election. Are they going to do anything about it, probably not.
I for one would love to let a third party country investigate the election I'm sure something happened what that might be who knows but it aught to be interesting either way.
