Is it really hypocritical if he designed it that way on purpose? It’s very clear at this point that he’s fine with trans people being harassed on Twitter and actually wants more of it.
It's hypocritical in so far that there are transphobes crying about being called cis on twitter and Musk is "protecting" them using the pretense that referring to people in a way that they don't want to be referred to is harassment and a breach of conduct. However it's perfectly fine to misgender and harass trans people.
Obviously he's created this environment intentionally, but it's still hypocrisy for him to pretend he has some commitment to preventing harassment.
