Why let them know?
I am guessing that it's to stop them from using video conferences to communicate. This forces them them have to get together in person more often.
When Ukraine launches a drone strike, Russia stops airline traffic. Airplanes are also in poor condition with many flights canceled due to santions. Fuel shortages are also ongoing and constant with Ukraines refinery hits.
Taking out video conferences as a tool, increase the cost and decreases the speed that the officials can coordinate their efforts.
Scared officials make stupid tactical and strategic decisions. Also it'll make anyone considering joining such groups reconsider out of fear for their life
