I mean, by your very own definition, people DID vote for Gore. It wouldn't have been an overwhelming victory by any means, but they did indeed vote for him
ig but the meme is about Americans voting against their best interests, and the point is that a majority of them did in enough of the country such that the election came down to a single state.
It's just wild to see people always putting 100% of the blame on the SC and not realizing Americans are also just really incredibly awful at selecting their leaders. In a sane and just world, the 2000 election would not have even been close.
