Maybe that's the goal. Freeze the front in Ukraine and turn global public opinion against them with video of Ukrainian drones striking Moscow high rise apartment buildings.

That high rise looks to be very expensive. Odds are a few people that hang out there are associated with Russia's invasion. This makes them a legitimate target already.

Putting anti-air on it is stupid because it clearly confirms it as a legitimate target.
