Ummmmmm........maybe I'm being a cynic here, but, wouldn't it make more sense to do this AFTER the war?

Last thing you want is to invest all this money, and then......a stray rocket blows up the rails you installed last week.

I dont think it will be a major problem. And while yes, it will make a part of railroad unusable if track will be hit, but it will not make the whole railroad unusable. It isnt a big task to replace few meters of damaged track.
