Every 4x game ever is just risk with different bells and whistles when you come down to it
I don't really consider Paradox grand strategy games to be the same genre as 4X, they're really their own beast and the complexity of even their older games makes Risk look like a game for toddlers.
That's too reductionist for me to upvote. It's like saying every bird is just a coelacanth
