No, by definition they must be lawful but they can absolutely be a lawful neutral that's 100% out for their own best interests

I've been thinking about this over the weekend, and I think Lawful Chaotic and Chaotic Lawful are valid playstyles

Lawful Chaotic ignores the letter of the law to follow the spirit of the law, and Chaotic Lawful is the exact opposite
