If I recognize someone I know, and I'm in a mood to chat, then no, probably not.
And you don't understand how that may come off as assholish behaviour.
I have absolutely no idea at all. Completely blank. I'm not American, so it's most likely a difference in culture. Chatting to people I know, has always been a pleasant experience.
