Citing the CIA as a source is fucking hilarious but no amount of explaining would help you understand why.

You need more than a dozen or so "leaders" for communism... or, to be accurate, you need none.
Those leaders were all elected, as were all but the lowest level of the communist party. Nearly every communist party is structured this way.
