What do you mean? There is a lot of memes featuring Jim Halpert and I don't know which one we're talking about.
This refers to the fourth wall break he does when something absurd is said and he looks right at the camera/viewers.

When she stares in the camera without speaking like "you can't believe this guy either, right?"
You could watch the 8 second video and know almost instantly.
