Someone making 400,000 a year who has no need to risk their job for 25 dollars mentioned it off hand to HR. One could infer that the policies were unclear and the reaction was overkill.

They were pretty ridiculous as far as spears go. They hold them with both hands too because they are so long. They had to use smaller shields and there was some evidence of neck straps to hold the shield on their shoulder allowing a two hand grip

I'm basically in a suburb. Silence the crap out of your anvil (chains magnets big stump etc.) and only work during your local noise ordinance hours. Running a gas forge as others have suggested will make your setup less of a nuisance. I don't smith every day but I have been working weekly for about two years without any complaints.

It's a strange thing, surviving an enemy. An old man accused me of hitting a japanese maple with my car (parked near it once) and said that it damaged the tree and made it grow green after. He was a dumb asshole because all japanese maples are grafts. The original larger green tree just wanted to grow and he didn't trim it. He blamed and accused me of it for years while threatening to take me to court when I had to park even close to it. He died of course, a heart attack. I don't feel less angry about the whole thing but now there is no one to be angry at. I have to remind myself it doesn't matter anymore and enjoy the shade.
