I thought the idea there was that the Borg were already on the way and him doing that gave them a chance to prepare. Then they reinforced that idea with First Contact and Enterprise, because at that point they didn't know how to write a series without the Borg.

Not familiar with how EU countries decide what speeds to put where, but if they are anything like the US, they might be referring to the fact that 30 KPH is basically what a school zone would have posted, but yeah speed limits exist for your safety and the safety of others, if it's 30KPH, there's probably a reason.

(New) disabled all my inbox rules and since you can't create new rules in the OWA irom what I could see, there was basically no management. Glad I moved my personal stuff to Proton before they kill the standard Outlook app entirely
