If russian law considers they are part of russia and the russian army is siting there russian law applies there. Thats how it works. If another army is sitting there then legality is whatever those other guys say.

So the conclusion is that the gdp per calita diferences in political system were overshadowed by the effects of diffusion of the industrial revolution. And related demographic and geografic factors. While east germany was a more equal society.
