Rpm is really more analogous to dpkg. Does the local work, doesn't talk to repositories.

Apt to...not yum anymore. checks Dnf.

I'm not sure which one would properly call a "package manager", the apt/dnf role or the rpm/dpkg role.

Uh, I guess he was thinking in terms of distros using .DEB packages via APT. Ubuntu, Kali, Debian, and so many alone use DEB packages.
