I only support capital punishment for making noise on public transit if a Bluetooth speaker or speakerphone is involved.
For all other forms of noisemaking, a few decades of hard labor would be sufficient punishment.

Do most phones have headphone jacks nowadays? I feel like there was a fuss about their absence, a few years ago. I don’t imagine you can find Bluetooth headphones for less than $30. Could get pricy pretty quick
I was shopping for 3.5mm wired earbuds (10 for $8 with no mic) and USB-C wired earbuds (10 for $16 with no mic).
It’s pretty expensive to get either lightning earbuds or adapters (5 adapters for $7), unfortunately.
This was initiated by me suffering through someone watching a video, not making a call, so I didn’t check the price for ones with mics.
Edit: Just found 10 USB-C earbuds with mic for $20.

I think they have these on NJ Transit or SEPTA? on some train cars during some hours, last I checked (like a decade ago, but they were planning to expand it). It was very embarrassing when I was visiting and didn't know it, sat down in the quiet car with some friends and started chatting because it was virtually empty compared to the other cars. Oops, turns out that's why
An end car is the quiet car on NJT in my experience. Not that it stops people from talking loudly
