In st petersburg in the 2010s, there where some cafes that had you pay to stay by time, instead of for what you ate or drank. This is one, Tsiferblat, was located in the city centre right next to the main street. I went there some times, they had a nice athmosphere and hospitable staff and also in evenings events (such as boardgames).
We dont have cafes like this in oslo (it would be a nice concept for someone to start), but lately boardgamecafes became quite popular and they have a bit similar style, you pay to stay there for the whole evening.

Its been so long ago I was there, and also the currency situation changed so much - but i think it was about 2 or 3 rubles pr minute.

Could it be a holdover from communist Russia? I can certainly see how it would work as a business model; especially if people are using cafes to work or study in and you're not that concerned about food prices, or if you figure out that every customer is just buying roughly the same amount.
