Your city may have a "Municipal Service Request" form that can be filled out online.

I've used mine for potholes and tree trimming requests on my daily bike commute path.

I don't want to be a twat but you don't pay road tax, and certainly not for ordinary road maintenance. The money for potholes on local roads comes out of general taxation. We are ALL paying to get fucked over by potholes. In fact what makes a bit of a bump in a car can completely fuck the front wheel of a bicycle and potentially chuck the cyclist over the bars. So you've not got it as bad as some.

In general, not nearly enough revenue to cover road maintenance. That user is correct, road maintenance is wildly expensive and at least in most of the USA use fees haven't kept pace with maintenance costs for many decades.

Not road tax. It's a right hand drive car, so it's not in the US. Of the countries that drive on the left side of the road, the UK has a well known pot hole problem, so it's almost certainly from the UK, where there is no road tax, and pothole repairs come out of general taxation.

Not everyone lives in the US.

They tend to suddenly appear when it's dark and you don't know the pothole map of a particular bit of road. Also, some vehicle drivers get insanely angry that you aren't cycling where they think you should be. With the emphasis on insane.
