Actually, it wasn't Twain. It was Clarence Darrow who first said something very like it about 10 years after Twain's death.

Edit: I feel like it's really important understand when I say this it's the Mark Twain from that tng episode times arrow where they all go in the past and meet Mark Twain and he figures out that they are spacemen
