Emphatically means “with emphasis.” Like saying “he is definitely not on the team.”
There's never been a team that hasn't, at some point, had a member who produced nothing of value. That's Larry. He's on the team.
Larry is a volunteer. The rule of taking in volunteers is that should there be no volunteers the core service shouldn't be affected.
And the team has someone who contributes nothing but takes all the product of the labour, the human.

I know this is the cats community, but my old dog was similar. Sometimes I'd be looking for something on the ground, like a four-leaf clover or something I dropped. She didn't know what I was looking for, but she'd come by with intense interest in whatever I was sifting through. If I were to start digging, she would have started digging, too.
It was funny when it snowed and I'd get the snow shovel. She'd follow me and start digging at piles of snow without any clear direction or goal.
Animals are so pure, it knew what you were doing but was unable to comprehend why, but still wanted to be a part of it.
That is pocketful of simulacra of every fucking job that I have ever held.
That's called Imposter Syndrome. It's when you feel like you're not suited to your job and is actually very common amongst charlatans like you who don't have a clue what you're doing and are causing so many problems for everyone else but purely by chance they haven't realised yet or maybe they have and are going to publicly confront you about it any second now

I've "worked" with a few Larry's...
Psychologically, seeing someone perform at a task worse than you can make you more motivated to perform that task well.
Seeing someone being kept around even though they perform badly can just also make you quit internally. I'd refuse to put in any decent work when it's obviously possible to be kept around and paid while not doing anything productive. Performing well in such cases just means I'm doing the other's job too and their salary should be mine on top of what I already earn.
