You would think EV sales would be increasing in Russia. But the electrical infrastructure is being dismantled also.

That to at least some degree. Electricity is generally there now. It could be worse down the line.

EV sales are increasing, according to articles I've read, but I don't think that there's a really practical way to replace substantial portions of the existing vehicle fleet in a short period of time. Also, the public charging infrastructure is extremely limited, so it's going to be hard to charge an EV unless someone owns a single-family home and charges there.

Russian Fuel Crisis Prompts Rush for Chinese Electric Cars

MOSCOW, July 3 (Reuters) - A Moscow car dealership is ⁠struggling ⁠to keep up with demand for new ⁠electric vehicles from China as drivers look to sidestep a fuel crisis that has led to long ​queues and soaring prices across much of Russia.

Escalating Ukrainian strikes on Russian energy infrastructure have squeezed gasoline and diesel supplies in recent weeks, prompting restrictions in ‌most regions. 

Retail gasoline prices in some areas have ‌climbed to among the highest levels in Europe, according to Reuters calculations.

Russia's vast distances, harsh climate, and limited charging network have curbed the growth ⁠of its EV ⁠market. But the mounting fuel challenges are leading some motorists to make the switch.

EN Cars, which ​specialises in Chinese brands, is selling two to three EVs per day, compared with two to three a month just a few weeks ago, founder Yevgeniy Zabelin told Reuters on Wednesday.

I could believe maybe electric scooters in urban areas, though that'd be less viable in winter. Someone earlier commented and stated that bicycle prices were up, which seems plausible, though I haven't seen news sources confirming that.

A growing fuel crisis in Russia is pushing more people to swap cars for bicycles, with bike sales surging as gasoline becomes harder to find and more expensive.

Bicycle sales on its platform jumped 131% in June compared with May, while revenue soared 263%, reflecting a sharp rise in consumer demand, The Caspian Post reports via The Moscow Times.

That being said, YoY numbers might be more useful, to control for any seasonal variation.

motorists with corporate fuel cards issued by employers are still able to refuel.

Everybody is equal, but some are more equal than others ... (Hopefully they will run dry soon too)

In a crisis situation I could certainly see prioritizing certain industries. E.g., Delivery trucks.

Not to say that is what is happening here.

I know, first and foremost the blue-light services. But somehow it "reads" different in the article though -I admit- I don't have a complete neutral vision of Russia

As a country? No, I don't either. Although I suspect there are a lot of average people there suffering that can't really oppose the administration.
