Hey lovely sisters,

I'm finally trying to do skirts (the kind that covers both top and bottom, I believe that that'd be a dress?), something I haven't really done before.

There's a myriad of sizes - I'm using EU sizes. How would I know what size is right for me? I'm looking to accentuate my curves (mainly hips and top)

Dress I found looks similar to this one, though the lower part ends just below the knee and it's much less wide on the lower part.

to find your right size there are size charts, for example https://www.size.ly/conversion-charts/international-dress-size-conversion-chart
just use a measuring tape to measure bust, waist and hips and look up the size you fit in.

to accentuate your curves you could look for dresses you can wear with a waist belt

Princess seam dresses can help accentuate curves:

Here is an example

The seams run vertically from the shoulder or armhole down to the hem:

Fit and Flare dresses are also great for accentuating curves (the dress you attached would be considered fit and flare). They are usually brought in at the waist:

Follow the size charts and you should be able to get a good fit! Each website or designer should have their own size charts that you can look up and compare.
