I wouldn't be so hard on Bashir .... if any one of us had access to build saved programs on a holodeck at Quarks ... we'd have some pretty weird, strange and unusual programs that many or most people would either find strange, deranged, upsetting, erotic, scandalous, hilarious or sad

At this point in the season Sisko still detests the idea, Rom/Leeta/Jake have only had bad/awkward experiences there, Quark sees Vic as competition, and Ezri is the only ambivalent one at the table.
Man, I really need to do a rewatch. I just looked up Vic Fontaine and he's introduced later in the series than I remember.

I believe it makes the illusion work for each person, so if you shut it off they would be standing closer to each other but they can run continually and not hit the wall. That's why it takes a huge amount of power.
Yeah stuff like this was discussed and postulated to the galactic barrier and back.
Each person has their own holo-treadmill, lensing and refraction to make them seem further away, and sound dampening to make someone 1/4 of a meter away seem like you have to shout

He does tout that series 2 or 3 times throughout the show. Might be getting some residuals or even ghost wrote it.
I bet it's the lowest selling fucking holoprogram he has. who spends time with a bunch of fun, busty Dabo girls, and goes "You know what would complete this night of debauchery? Getting an unenthusiastic handjob from a stone faced vulcan who is forced to do this, even though it's a fantasy."
That seems like the perspective of a person who hasn't spent a lot of time in the holosuites. Sure, probably the best selling holoprogram is going to be a comfortable one with a nice, easy, predictable, and quick resolution. After all, time in the holosuites is expensive.
But just think about the popularity of dating sim games you humans like so much, and how hard they might work to figure out how to seduce the most difficult target.

They likely forgive that based on Nog's relative age, wheras Julian is just a man-child to the rest of them.
