The actual interview is a bit more nuanced. She says that currently, AWS, GCP, Azure are the only options for global low-latency infrastructure. I seem to remember that it's longer, and that in the part not quoted in this article, she at least mentions rolling their own infrastructure as an option they have their eye on.
I could also imagine that might be prohibitively expensive for a non-profit.
