He basically combo'd "If it was, I didn't mean it," and "If I did, you deserved it," honestly. He basically said "Kimmel deserved to be canned, but I wasn't threatening to pull their license. That would be illegal."

This isn't backing down, it's muddying the waters so they were still able to threaten Disney, but now Republicans can say "but they didn't 'mean' to threaten them.
