I'm guessing there is no way to use Lemmy without having javascript enabled?

Most Lemmy instances already work without JavaScript, but if you want a more friendly experience without JavaScript, you can browse using https://old.lemmy.world/

Regular Lemmy.world: Javascript is disabled. Actions will not work.

And I can't confirm it but old.lemmy.world looks like it's going to fail in allowing voting without javascript.

Some things simply cannot be done without JavaScript, as unfortunate as that is.
