The joke is that trans people in the tech community are typically developers+Linux users with a propensity to prefer Rust for a programming language.

A lot of people have been pushing for Rust to be incorporated into the Linux kernel more, rather than being mostly C.

It's a joke based on a stereotype.

Transness and Software development are both correlated to neurodiversity. (I am a neurodivergent trans developer, ftr)

Stallman is one of the world's most prolific C developers, so that part of the joke may be just making fun of his (likely) reluctance to adopt Rust, which is often recommended to C programmers.

Personal pet theory that may also play into it: Trans people are also often in information security roles. Potentially, because when you have to hide your real identity, you start to get good at it.
And Rust also has various security benefits, especially when compared to C, but also when compared to garbage-collected languages (race conditions are largely prevented).

Also: stallman is a character and has been associated with a ~~pedophelia/ebephilia yikes~~ semi reasonable Epstein takes and a lack of understanding that consenting sex with a minor causes harm.
