In many countries right now and over the past century. It's more common now than ever. Thatcher and the Queen ruled England at one point. It wasn't a good rule but it was a rule none the less.
Let's not forget Liz Truss. She may not have been as good as a lettuce but she was nonetheless.
Margaret Thatcher ruled the UK more than Queen Elizabeth the second ever did. But I take your point.
