Simple: if a motherfucker is waving a Nazi flag, then the motherfucker is a Nazi.

most of these dumb motherfuckers will tell you exactly who they are.

Bonus on how to tell the difference for the US: if they are allowed to protest, it is usually a white supremist group. If there are riot police breaking up the protest it is usually an antifascista, BLM, or union.

As the post text indicates, this particular graffiti was put up in the lead up to a planned far right protest in which fascists broadcast their intentions to swarm the area and harm refugees taking asylum. The answer to your question is very simple in this case.

Is the person in question a part of a far right mob attacking asylum seekers? If yes, kick their asses out of the city.

Local antifascists and punks have been in fact doing just that over the last several days there. Its really not complicated.

Not sure if you are against violence but think police violence is needed, or think that the police doing it wouldn't be violence.

And lastly, police almost always are on the side of the fascists so that's why they are not there

Fascists -- the ones you might meet on the street -- are scared, broken people who need help and love. They are looking for control over a future that makes them feel powerless and meaningless. Fascism is a symptom. You can kill fascists for a month but if you don't address the causes there will always be more.

That doesn't mean to tolerate fascism or fascists. But the rhetoric of hatred and violence is counterproductive.
