You see shades of this all over law enforcement unfortunately. Public service isn't a thing anymore.
This observation came up during the chaos of the Ferguson unrest in 2014 (in protests of the killing of Michael Brown during which the police acted like eight-year-old schoolyard bullies, except with MRAPS, surplus M-16s and CS-gas grenade launchers), and demonstrated trigger and fire discipline that put every NRA member, young and old, to shame.
It may not have been the first time the phrase was used, or was explained, but it was when I learned how it was being used by law enforcement.
