I don't understand what you mean. Nowhere in the article does Abbott call himself "head of state".
If you are upset that he is traveling internationally as Governor, know that this isn't unique, governors go on international trade missions all the time, regardless of party affiliation.
Tbh, this article seems like it's grasping for outrage by comparing this to Ted Cruz going on vacation during a winter weather emergency. That was worth condemning, but this trade mission is actually a part of Abbott's official duties and was planned before this Hurricane was even a tropical storm.
Planned before problem? Seems easy enough to me. "hey SK, Japan, Taiwan I know I was supposed to attend a meeting but like, I'm expecting a major fuckin problem for my people, I'm sure you understand the problem of hurricanes and flooding." Followed by a public statement "hey I'm here for my people, since we're expecting a major storm."
But then what's the use of having all those bootstrps if Big Governor bails them out?
It bugs me that he is doing tasks better suited for the Secretary of State and that he is unwilling to reschedule to focus on an emergent issue in his jurisdiction.
