This is the origin of the meme, it's been a way to troll people ever since.

Who knows, but such trolling did happen a lot on IRC.
Another good one was everyone in the chat room agreeing to send single spaces to troll other users into repeatedly restarting and troubleshooting their IRC clients because they thought something was wrong with their fonts.
Common password, people in various places will pretend that the platform will censor your password. For example my password is *******.
This is generally an attempt to steal other users password or generally an attempt to prank the gullible. Your password will not be censored ever.
