No, the population of Israel does not meet the definition of settlers. They were not in control of the decision and in fact were uninvolved in the decision to create a refugee camp of "undesirables" so the allies could get the Jews out of their countries. That is my entire point. All your moral flailing isn't relevant as no statement was made about morality, regardless of how angry that makes you.
