It isn't a fallacy, it is just to point out that the military is going to use anything that will give them an edge. Whether we civilians use it or not.
Yeah, but that doesn't mean we have to like or even approve of them abusing things meant for peaceful purposes.

A military not doing something to save civilians from war crimes is improper, not what you're implying.
